SIGNING OF PARTNERSHIP AGREEMENTS

SAL Energia and key institutional partners and project consultants formally signed the strategic agreements for the development of the Chibuto Solar Power Plant.

In a decisive moment for the expansion of Mozambique’s national clean energy infrastructure, the solemn signing ceremony of strategic partnership agreements took place for the development and financing of the Chibuto Solar Power Plant (95 MWac / 112 MWp).

The consortium led by SAL Energia, in close coordination with Electricidade de Moçambique (EDM) and backed by technical (Norconsult), environmental (IMPACTO), legal (CGA) and market study (ADC Projects) consultancies, established the contractual and operational foundations ensuring project execution to the highest international benchmarks.

The formalisation of these agreements consolidates long-term power off-take under bankable Power Purchase Agreements (PPA) and strengthens institutional coordination with central and provincial authorities in Gaza.

FIRST PUBLIC CONSULTATION

Successful completion of the 1st Public Consultation hearing in Chibuto District under the Environmental Impact Assessment conducted by IMPACTO.

Within the environmental and social licensing framework compliant with Mozambican legislation, the First Public Consultation of the Chibuto Solar Power Plant Project was held in Chibuto District.

The session registered broad attendance from community leaders, administrative authorities, representatives of the Chibuto District Government and local residents from Canhavano, Muxequiwa and Vanganhecane.

During the meeting, the technical team from IMPACTO Projectos e Estudos Ambientais and SAL Energia presented the project overview, the 211-hectare implementation area, the 275 kV interconnection line and the preliminary biophysical and socioeconomic diagnosis, gathering feedback and questions directly from the population.

SECOND PUBLIC CONSULTATION

Successful completion of the 2nd Public Consultation presenting mitigation measures, the Environmental Management Plan (EMP) and local employment strategy.

The Second Public Consultation for the Chibuto Solar Power Plant Project was successfully concluded, maintaining a transparent, participatory and continuous stakeholder engagement process.

In this phase, conclusive findings of the Environmental Impact Assessment (EIA) and directives of the Environmental Management Plan (EMP) were detailed, highlighting concrete mitigation measures for flora, soils and farmland.

The local community warmly welcomed the projections for creating 150 to 200 jobs during construction (with priority for local labour) and the transformative role of solar energy in the long-term sustainable development of Chibuto District.
